iStore RMA fails with "Only one active SHIP_TO site is allowed per customer account" (Doc ID 1959426.1)

Symptoms

On Test:  12.1.3 version, Return Order

ACTUAL BEHAVIOR  
---------------
While initiating a return order (RMA), following error was seen.

ERROR
---------------
Only one active SHIP_TO site is allowed per customer account
 The following SQL error occurred: User-Defined Exception.
 Bill-to address for this customer is not valid. Please register a valid bill-to address
 Ship-To address for this customer is not valid. please register a valid ship-to address.


EXPECTED BEHAVIOR
-----------------------
User able to see return order details

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  User logs into internal portal
2.  Login is successful
3.  Then moved to orders menu
4.  search by order number, and select item and click on add return items, it throws error.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, user not able to see return order
