CustMigrationTool.class Error Upgrading from EBS R12.1.3 to R12.2 as the Connection Is Not Being Made In the 60 Seconds Defined In sqlnet.ora

Symptoms
During an upgrade from E-Business Suite (EBS) 12.1.3 to 12.2, when mergeing patch 10124646, the CustMigrationTool.class failed on worker 1, 2, 3, 4, 5. The the patch log reflects the following failure:
ATTENTION: All workers either have failed or are waiting:
FAILED: file CustMigrationTool.class on worker 1.
FAILED: file CustMigrationTool.class on worker 2.
FAILED: file CustMigrationTool.class on worker 3.
FAILED: file CustMigrationTool.class on worker 4.
FAILED: file CustMigrationTool.class on worker 5.
ATTENTION: Please fix the above failed worker(s) so the manager can continue.
FAILED: file CustMigrationTool.class on worker 1.
FAILED: file CustMigrationTool.class on worker 2.
FAILED: file CustMigrationTool.class on worker 3.
FAILED: file CustMigrationTool.class on worker 4.
FAILED: file CustMigrationTool.class on worker 5.
ATTENTION: Please fix the above failed worker(s) so the manager can continue.
Error from the Adworker log file:
Error: Error connecting to database.
IO Error: Connection reset
Migration failed.

AdjavaWorker has reached the maximum wait timeout specified( 36000000 ). So Exiting.
IO Error: Connection reset
Migration failed.

AdjavaWorker has reached the maximum wait timeout specified( 36000000 ). So Exiting.
The issue can be reproduced at will with the following steps:
1. Following the Steps in "Section 3: Instructions for Upgrade Customers " of <Note 1320300.1> (Oracle E-Business Suite Release Notes, Release 12.2).
2. Merging patch 10124646.
