After JRE Upgrade The Forms Will Not Launch From SSWA

Symptoms
The problem started after upgrading to 12.2.4 and upgrading the JRE.
This is a single node install
Followed the instructions documented in <Note: 393931.1> to upgrade the JRE.
Attempting to launch forms from Self Service is failing to launch from IE , but nothing happens when clicking on a forms function.
Works ok in Chrome and Firefox.
Same results when launching forms directly doesn't work in IE but works ok in Chrome.
Removed JRE from PC and let the apps download it and the issue still occurs.
Tested with jre 1.6 and 1.7 and the issue occurs with both.
Security set to medium in the Java Control Panel.
