Symptoms

Incorrect strategies are being assigned during the IEX: Strategy Management concurrent process.  You recently changed the filters and dropped the views from the original filters.   Now you notice a strategy is being selected with the older filter.  You have confirmed the IEX_OBJECT_FILTERS table, and noticed a record still existed with the old filter attaching to the strategy template as well as the new one, but the old filter had an active flag = N.
