iReceivables Quick Payment Page Not Displayed

On : 12.1.3

Bank account payments setup at the Account level and not the Bill-To Site level are not allowing the quick payments page to display. In 11i this worked.

If you setup the bank account payments at the Bill-To Site level, then the quick payments page shows, but not when they're setup at the Account level.

Expect to the the quick payments page regardless of what level the payments are setup at. Also expect R12 to work like 11i.

The issue can be reproduced at will with the following steps:
Try to make a payment from the account level and it takes you to the Adv. Payment page when expecting to see the quick payment page.

The issue has the following business impact:
The user's who are setup at the Account level are being taken to the Advanced Payment page instead.
