When User Defined Attributes Involved in Description Generation is Updated , Item Number is also Regenerated (Doc ID 1961035.1)

Symptoms

On : 12.1.3 version, Catalog items

ACTUAL BEHAVIOR
---------------
Number Generation is not correct - Number gets generated when attributes, which are not involved in number generation, are changed.
At this moment customer is getting updated from version 12.1.1 to 12.1.3 . Customer didn’t have this problem in version 12.1.1 and this issue blocks this update as number gets generated all the time and this is not allowed in business logic.

EXPECTED BEHAVIOR

Number should be generated only when attributes involved in number generation, are changed. If attributes involved in description generation, then number shouldn’t be generated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In this example, only attribute ‘Source’ involved in number generation. Client doesn’t change it, but changes attributes involved in description generation, but number is still generated. Number should be generated only when attribute ‘Source’ is changed for this example

Additional Information
-------------------------------
 Client discovered this problem only when setting up version 12.1.3. By default, profile ‘INV_UPDATEABLE_ITEM’ set to Y.
 Customer applied patch from note 1540431.1, but it didn’t resolved the problem.
  
Workaround
------------------
 Client set profile flag ‘INV_UPDATEABLE_ITEM’ to “N” – number stopped getting generated, but with value “Y” – problem remains.
