ACTUAL BEHAVIOR

Unable To Select List of Values (LOV) For Order Management System Parameter, Inventory Item For Freight.
EXPECTED BEHAVIOR

Expecting this System Parameter to have values available in the LOV.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Via the Order Management Superuser US.
2. Navigate: Setup > System Parameters > Values > Query Parameter: Inventory Item For Freight. No Values are appearing in the LOV.
Same issue for Canada Operating Unit.
Validated ebtax profile for Inventory Item For Freight is null.
Issue is occurring during configuration of SIT2 Instance.
