Future terminated contract creates credit prior to the termination date.

Problem Description
A contract which came from OM, and originally invoiced from OM has been terminated with a future termination date. However, when main billing ran, it picked up the contract right away and generated credits over a month in advance of the termination date. Typically, the termination credit will not be generated until the termination date has been reached.

Expect the termination credit to not be generated until the termination date is reached.

The issue can be reproduced at will with the following steps:
1. Create a service contract from OM and invoice through OM
2. Terminate the contract in OKS with a future date.
3. Run main billing with no date parameter specified, only category and it will pick up the future dated termination for processing.
