Symptoms

On Release 12.1.3 version,

ACTUAL BEHAVIOR
================
When attempting top update a Quotation Item Price Takes Extremely long (17-20 Minutes) to Complete.
This Issue started after the application of Patch 19915365:R12.PO.B
which was recommend by iProcurement Development in Bug:19783501

EXPECTED BEHAVIOR
===================
Users expect this process to Complete in less then a Minute per Item price updated.

STEPS TO REPRODUCE
====================
The issue can be reproduced at will with the following steps:
1. Sign on to Application
2. Select Responsibility: Purchasing
3. Navigation: RFQ's and Quotations ->> Quotations
4. Query up Quotation XX>>
5. Update Quotation Price for Line 1, Item: 11111 Price FROM: 2200.00 TO: 1200.00
6. Takes a very long time to Complete 17 - 20 minutes to complete.
