Unreserve of Unposted Batch Fails in Closed Period - it Should Not, Even in a Closed Period (Doc ID 1962073.1)

Symptoms

Before applying PSA RPC <> :R12.PSA.B it was possible to successfully unreserve unposted batches in a closed period.

After applying it, unreserve attempts in closed periods always fail but will subsequently pass if the period is reopenned.

The unreservation packets are failling with result_code F25.
