Getting Error "PLS-00302: component 'UNDO_DELETE_OBJECT' must be declared" While Applying FA Patch

Symptoms
When applying an FA patch that includes fauobsbkn1.sql, the following error occurs.
adpatch.log :

AutoPatch warning:

/global/oracle/XXXXXX/apps/apps_st/appl/admin/zfaprod.txt
does not exist for product "zfa".
This product is registered in the database but the
above file does not exist in APPL_TOP. The product
will be ignored without error.

does not exist for product "zsa".
This product is registered in the database but the
