Retropay (Enhanced) Generating Unexpected Values after Grade Rule Change (Doc ID 1963038.1)

Problem Statement:

After a grade rules has been uplifted it was found that the retropay enhanced process also process employee who don't have this grade rule attached are
also picked up by the retropay process and unexpected retro entries are created for these employees

Expected Behaviour:

As the employee are on a different grade rule they should not be processed for this event

Steps to Reproduce:

The issue can be reproduced at will with the following steps:
1. Make a retro grade rule change
2. Run Retro Notification Report
3. Run Retropay (Enhanced)
