Symptoms

When attempting to run RTI - Full Payment Submission (FPS) - Additional Reporting, the following error occurs.

Cause: an oracle error has occurred. The failure was reported on table pay_population_ranges_pkg.perform_range_creation at location 1642 with the error text ORA-04063: package body "APPS.PAY_GB_RTI_FPS_ADDITIONAL" has errors

When attempting to compile the PAY_GB_RTI_FPS_ADDITIONAL, the following error is raised:

Patch 17309303:R12.PAY.B - TYE13/14 : RTI PAYROLL ID CHANGES : DATE TRACK HISTORY SUPPORT

The issue can be reproduced at will with the following steps:
1. Apply the following patches:
  Patch 20189195:R12.PAY.B FPS - ADDITIONAL REPORT NOT REPORTING LEAVERS, OUTPUTTING FUTURE DATED LEAVER
  Patch 17309303:R12.PAY.B - TYE13/14 : RTI PAYROLL ID CHANGES : DATE TRACK HISTORY SUPPORT
2. Run RTI - Full Payment Submission (FPS) - Additional Reporting
3. Check the log
