Employee's With W2 Box 12DD and Any Other W2 Box 12 Value Are Not Producing a W2 (Doc ID 1963722.1)

On : 12.1.3 version, US Payroll Year End

ACTUAL BEHAVIOR
---------------
Have employee's with 0.00 taxable wages for the W2. These employee's are on the W2 Exception report when they should have a W2 produced for information in Box 12DD and 12P. These employee's have no taxable earnings.

EXPECTED BEHAVIOR
-----------------------
The system to produce a W2. They have been doing this exactly the same way for years with no problems. A W2 has always been produced. They have negative earnings in the archive value A_SUPPLEMENTAL_EARNINGS_FOR_FIT_SUBJECT_TO_TAX_PER_GRE_YTD last year and a W2 was produced.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run payrolls with no tax withheld for some employee's
2. At the end of the year, do a balance adjustment to clear out the Reduced Subj Whable balances
3. Run the Year End Preprocess
4. See a negative value in A_SUPPLEMENTAL_EARNINGS_FOR_FIT_SUBJECT_TO_TAX_PER_GRE_YTD.  There is also a negative value last year in this same field
5. No W2 is produced for this employee
6. The employee's show on the W2 Exception report
