Mass Change for Pricing Date and Unit Selling Price in Sales Order or Qty Change in Sales Order (Doc ID 1964047.1)

On : 12.1.3 version, Transaction Control

Mass Change is not repricing all line selling prices when change pricing date.  It is only changing one line.

Expected Mass Change to change all lines.

The issue can be reproduced at will with the following steps:
1. OM > Sales order
2. OM > Sales order > Tools > Mass Change


This patch also corrects the following scenario:
Surcharge modifierA apply when qty between 0 - 1500, new price .13
Surcharge modifierB, apply when qty between 0 - 3000, new price .33
Precedence same on both modifiers, Pricing Phase same on both modifiers, the new phase with Enter Order Line pricing event

The issue can be reproduced at will with the following steps:
1. Order line qty 2000, USP = .33 < --- correct
2. Book order
3. Change qty from 2000 to 1000
4. Enter reason
5. USP = .33     <-----wrong, should be .46
6. Now do Actions > Price Line, usp is .46
