Configure Owner Tax Option is Not Showing Operating Units in the List of Values. It Only Shows the Legal Entity

Symptoms
Why is the Operating Unit missing in the List of Values (LOV), for the configuration owner, on tax rules page?
Responsibility: Tax Manager
Navigation: Defaults and Controls > Configuration Owner Tax Options
Values:
Configuration Owner: Oracle USA, Inc
Click on the magnifying glass
The system opens and it comes up with the List of Values, but it only has records for the type of First Party Legal Entity
But, it does not have anything for the type of Operating Unit owning Tax Content.
The system should provide the LOV for the configation owners with the type of Operating Unit owning Tax Content, so that you can change the setup linked to these entities.
