Tax Errors Are Not Retrieved From AR-Billing Tax Engine To Oracle Quoting.

On Test: 12.1.3 version, FORMS User Interface
Tax errors are not retrieved from AR-Billing tax engine to Oracle Quoting/iStore.
When creating or updating quotes (or shopping cart) with automatic tax calculate for quote is checked, if AR-Billing tax engine get errors, this errors are not showed for user.
Expect that when an Error occurs for the tax calculation it is shown to the User on the UI.
The issue can be reproduced at will with the following steps:
1.Create a quote and ensure that the Automatic Tax field is checked:
2. Check the Tax lines information in the quote which is blank and shows no tax calculated at all
3. Check the ASO log which shows Error but with no details

4.When creating Transaction direct in Oracle Receivables, there is a tax error:
The system cannot find any legal message associated to the Rule code : GET_EXEC_FISC_CLAS_TX_CODE and exception code BASE_AMOUNT_REDUCTION
5. This message should also show in quoting
