Symptoms
Problem Statement:
In the upgraded environment from EBS 11i to R12.1.3, is output error in concurrent log of concurrent 'JP Year End Adjustment'.

SQLERRMC ORA-20001: An error has occurred in a user defined function at line 128
of the formula YEA_ITX. The error text associated with the function call is: Assertion failure detected at location pay_core_utils.get_upgrade_status:1.
Cause: an internal error has occurred at location pay_core_utils.get_upgrade_status:1.
