Error in 'JP Year End Adjustment' after upgrade to 12.1 from 11.5 (Doc ID 1965122.1)

Symptoms

Problem Statement:

In the upgraded environment from EBS 11i to R12.1.3, is output error in concurrent log of concurrent 'JP Year End Adjustment'.

HR_6881_HRPROC_ORA_ERR
SQLERRMC ORA-20001: An error has occurred in a user defined function at line 128
 of the formula YEA_ITX. The error text associated with the function call is: Assertion failure detected at location pay_core_utils.get_upgrade_status:1.

Cause:        an internal error has occurred at location pay_core_utils.get_upgrade_status:1.  

Action:        please contact your Oracle customer representative.

Cause:        an oracle error has occurred.  The failure was reported on table insert_bal_adjust_entry at location 2539 with the error text ORA-20001: An error has occurred in a user defined function at line 128 of the formula YEA_ITX. The error text associated with the function call is: Assertion failure detected at location pay_core_utils.get_upgrade_status:1.

Cause:        an internal error has occurred at location pay_core_utils.get_upgrade_status:1.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Upgrade R11i -> R12.1
  2.  Run 'JP Year End Adjustment'
