Deliver Transaction is Not Created Automatically After Receive Transaction Although Receipt Routing is Set to Direct Delivery

Find for one Purchase Order line there is one receive transaction but no Deliver transaction although Receipt Routing is set to Direct delivery at shipment line level.
It is expected that Deliver transaction exists automatically, that it occurs immediately after receive.
Steps to reproduce the issue
Navigate to Receipt headers Summary form / Receipt Transaction Summary
See Receive / Deliver transactions
. For line 1 there is only one Receive transaction
. Receiving Data collection output (rcv11i script) shows :
RECEIVING_ROUTING_ID 3 -- Direct Delivery
SHIPMENT_LINE_STATUS_CODE FULLY RECEIVED
In rcv_transactions table there is
There is NO DELIVER transaction with USER_ENTERED_FLAG = N and ROUTING_HEADER_ID =3 as expected.
Deliver transactions is not stuck in Transaction Status Summary (rcv_transactions_interface).
