Cannot Create or Restore Any Configurations Since the Required Engine Libraries Were Not Loaded

Symptoms
When attempting to Configure a model, and selecting the "Finish" button the following error occurs. This error is caused by a setup issue, and is not version specific.

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
1. Enter Configurator Developer responsibility
2. Select a model
3. On the model, select "Test Model"
4. Start a new configuration
5. Make selections
6. Select "Finish"
7. Error occurs
