Symptoms

In OAM License Manager, when trying to activate/install some country-specific functionalities (localizations), the "Country Name" is not listed in the "Country-specific Functionalities" page (for example:  Russia)

Changes

 Customer implemented EBS and would like to enable some specific country localizations. 

 Logging on as "System Administrator" and choosing Oracle Applications Manager/License Manager, the specific country is not listed.  For example: Russia
