WMS Rules Simulation Is Different From The Actual Allocation

Symptoms
WMS Rules Simulation is different from Actual Allocation in Some cases, program combining tasks and only one picking rule is used, however there are two picking rules defined.
Example Steps to reproduce the issue :
There are two rules defined for picking in this specific example.
Say there is a Need to pick 25Ea from subinv-A/loc-A. When used rule simulation -
The first rule is suggests to pick 2PK from subinv-A/loc-A (1PK=10Ea).
The second rule is a loose qty rule, it suggests to pick 5Ea from subinv-A/loc-A.
But when user actually allocate the move order, it is getting combined to one task saying pick all 25Ea from subinv-A/loc-A.
This way, the picker has no way of knowing that he has to pick 2PK and the remaining 5 as loose qty.
