Email Address On OID And FND_USER Accounts Changed To Null

On : 12.1.3 version, Patch Application Issues
Processing an update of an attribute in OID with propagate the change to Ebiz. When this happens attributes like email address, description and/or fax (on OID and FND_USER accounts) are subsequently set to *NULL*. Note that email address, description and/or fax is not one of the attributes being modified.
This issue started after applying patches to EBS (July 2014 CPU and US HR 2014 Annual Statutory) on Saturday 10/25/2014.
Expect email address, description and/or fax not to be updated when process an update for another attribute on the user.
