WMS Load Fails Error: Maximum Quantity That Can Be Picked If Onhand Is Negative In Other Locator

Symptoms
ACTUAL BEHAVIOR

In Oracle Warehouse Management, during pick load, negative onhand quantities in other locators will block the load
operation even the transaction locator has positive item onhand quantity.
Also users did not have "Negative Balances allowed" option selected on Pick Load Page Template
The same issue was happening for loose quantity from a subinventory if the item has negative onhand in another subinventory
EXPECTED BEHAVIOR

Expect a bug-fix to correctly calculate available quantity.
STEPS
-----------------------
1. Org = XN, Org parameter, Allow Negative Balances = Yes
2. Onhand quantities
Org = XN, Sub = BULK, Loc = x.x.x, Item = ABC123, Quantity = 10 Ea, LPN = LPN#
Org = XN, Sub = BULK, Loc = x.x.y, Item = ABC123, Quantity = -6 Ea, LPN = NULL
3. Move Order Number = 9999, Line = 1, Item = ABC123, Type = Move Order Transfer,
Source = BULK/x.x.x, Destination = BULK/x.x.y
Approve MO. Transact move order generate allocations. LPN# was allocated.
4. Process task
Load: Org = XN, Sub = BULK, Loc = x.x.x, LPN = LPN#, Item = ABC123, Qty = 10,
5. Receive error that 4.0 Ea is the maximum quantity that can be picked.
