My Oracle Support Banner Event Is Not Firing When Creating Non Transaction Deduction (Doc ID 1967625.1)

When creating non transaction related deduction (Claim Investigation) we expect the event to be fired.
Steps to recreate the problem
1) Create a cash receipt. Enter payment method, number and customer.
2) Click on Apply button. Enter Claim investigation line.
3) Save. We expect the event to be raised but it is not raising.

When transaction related deduction is created from cash receipt this event is fired.
We have created a synchronous subscription. But it is never called. We also checked the wf_deferred queue. It doesn't log the event.
