R12.2 - Import Transactions Results In Java Null Pointer Exception Error (Doc ID 1967909.1)

When trying to Import Transactions it is resulting in a java null pointer exception. This is a newly configured instance and is the first time the user is trying import a transaction file.
The issue can be reproduced at will with the following steps:

(R) Compensation Manager
(N) Tasks->Import/Export menu option.
Click on New Import
Import Type = Transaction API
Enter some unique value in Name field (example: ABC first import v1)
In the Define Data Source, Choose Client.
Click on the GO button.
Select any file from your local filesystem
Click on Submit.  Error is encountered
