R12 Is Setting Up Organization Labor Costing Rule Required in 12.2?

Oracle Project Costing - Version 12.2.3 and laterInformation in this document applies to any platform.
Goal
In 11i, we had customized labor costing extension for business-specific requirements and had not setup the 'Organization Labor Costing Rule.'
However, when we were testing the labor costing extension in R12, we got the error 'NO COST RULE' in the "PRC: Distribute Labor Cost" program.
After setting up the 'Organization Labor Costing Rule' with one rate schedule, there was no error and the transactions were processed.
Is 'Organization Labor Costing Rule' a mandatory setup in R12.2 even though we are using a labor costing extension?
