Non-Stock Item Did Not Create Req And PO When Work Was Unreleased And Released Again (Doc ID 1969985.1)

After applying patch 19327829:R12.EAM.B,
the cancellation status does not check whether the Release Line / Release Header is cancelled.
The cancellation can happen at Releases lines level aside from header level.

When re-releasing a Work Order which was cancelled at PO Release line level, the Requisition should be generated for the non-stock item.

The issue can be reproduced at will with the following steps:
1. Responsibility: Maintenance Super User
2. Create a work order, add Non Stock item and Description Direct Item
3. Release the work order and wait for Req's and Po are created for both
4. Cancel PO Release line
5. Unrelease the Work Order 
6. Release the work order again
7. Requisition not created for non-stock item
