When attempting to to add an eligibility criteria,
the following error occurs.

APP-HXC-366084: Rule name already exists


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Utilize the seeded Global OTL Application Developer Responsibility
2. Preferences
3. Choose the Eligibility Criteria tab
4. Enter Name of rule , Name of Branch , Link by , Linked to , Precedence
5. In the Eligibility Criteria tab when attempting to create a new Preference the following error is received>
APP-HXC-366084: Rule name already exists
