Item line is not populating on the Sales Order Localized Form (Doc ID 1970154.1)

On : 12.2.4 version, India OM Localizations
ACTUAL BEHAVIOR
---------------
When trying to create a Sales order sometimes the Item information is not visible

EXPECTED BEHAVIOR
-----------------------
Item Information should be visible

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Responsibility: Oracle Order Management - India localization
2. Path: Sales Order Form --> Enter line information
3. Save but the item Information not visible in the India localized Sales order form.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
This is an Intermittent issue but Due to which Customer is not able to attach the taxes on the Sales Order.
