Why Multiple Pending Leave Applications are Causing Negative Balance?

HR Self - Service: Absence Management: Multiple pending leave application will cause negative balance
Currently, in Self Service, employee can apply for multiple leave that, if all approved, will cause negative leave balance. For example, Vacation Leave:
- VL as of 10-May-2015 = 5
- VL 1: 01-May-2015 to 05-May-2015 = 5 days (pending approval)
- VL 2: 06-May-2015 to 10-May-2015 = 5 days (pending approval)
Self-Service will allow employee to file VL1 and VL2.
Supervisor can approve both VL1 and VL2.
Employee will receive notification the VL1 is approved, but will get an error notification for VL2: ORA-20001 PER_449875_ABS_NEGBAL
What should happen is, employee should not be able to file VL2 while VL1 is pending approval.
