Symptoms

On : 12.1.3 version, US Payroll - General

ACTUAL BEHAVIOR
---------------
When reusing a new deduction with a Total Owed, the accrued balance is not being cleared from the prior year

EXPECTED BEHAVIOR
-----------------------
That with a new deduction created, the accrued balances from a Total Owed deduction, should be able to be re-used

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Pay Period 12/7 - 12/20
2. End date with a date of 12/7 to any date before 12/20
3. The deduction for the last check in 2014 would still be taken
4. Because the element is end dated, expect the accrued would have been cleared
5. Then you should be able to start the deduction again for the 1st pay period in 2015 with a lower Total Owed and the employee should not receive a refund.
6. The deduction elements were created last year - so they are new enough to have the latest code
