Symptoms
When Using Enterprise Manager for Oracle E-Business Suite 12.1.0.3.0 or Enterprise Manager Base Platform - Agent 12.1.0.4.0, in AMP.,
After patching in 12.2.3 and using cutover (during the adop cycle), the patch filesystem Target's status in OEM is shown as 'DOWN'.
However the correct status for the patch system should be 'blackout'.
