Actual Quantity Doubles When Unreleasing and Rereleasing a Batch Using the Batch Open Interface (Doc ID 1980986.1)

Symptoms

On : 12.1.3 version, Batch Open Interface

ACTUAL BEHAVIOR
---------------
Batch is created using Batch Open Interface, the Released, Unreleased, and Released again using Batch Open Interface.

At this point the actual quantities are double what they should have been, double the planned qty. After the first Release they were correct.

The mtl_transactions_interface (MTI) table also shows that the reversing transactions are stuck there.

EXPECTED BEHAVIOR
-----------------------
Expect the original transactions to be reversed successfully when the batch is unreleased, and the actual quantities to be set correctly when the batch is re-released.

The issue can be reproduced at will with the following steps:
1. Using Batch Open Interface, Release, Unrelease, and re-Release a batch with Automatic Consumption ingredients.

Due to this issue, batch data is incorrect and there are stuck transactions.
