Poor Performance When Changing Workflow Requestor

After upgrading Oracle Database (RDBMS) from 18.104.22.168 to 22.214.171.124, find once the New Item Request (NIR) workflows are created, it’s taking 15-20 minutes per workflow to update the requestor.
Expect better performance updating the new item request.
The issue can be reproduced at will with the following steps.
1. Create new item request and add item
3. Update requestor on the new item request
Upgraded RDBMS from 126.96.36.199 to 188.8.131.52
