Poor Performance When Changing Workflow Requestor (Doc ID 1981132.1)

Symptoms

After upgrading Oracle Database (RDBMS) from 11.2.0.3 to 11.2.0.4, find once the New Item Request (NIR) workflows are created, it’s taking 15-20 minutes per workflow to update the requestor.

Expected Behavior
Expect better performance updating the new item request.

Steps
The issue can be reproduced at will with the following steps.
1. Create new item request and add item
2. Save
3. Update requestor on the new item request

 Upgraded RDBMS from 11.2.0.3 to 11.2.0.4
