Import Items (INCOIN) Should Honor '!' To Set Defect_tracking_on_flag = Null Values

Customer uses a custom process to load items from a source child organization into the mtl_system_items_interface table with a new organization_id so that the target organization receives the organization controlled attributes from the source child organization rather than the master organization item.
The Master Item has a non-null value in DEFECT_TRACKING_ON_FLAG. In order match the NULL value in the source child organization, the customer populates DEFECT_TRACKING_ON_FLAG with an '!' in the MTL_SYSTEM_ITEMS_INTERFACE TABLE.
INCOIN does not honor the '!' functionality to set the attribute to NULL Values. Instead it populates the attribute with an exclamation mark. '!'
Expect that "!" will result in null values for DEFECT_TRACKING_ON_FLAG.
The issue can be reproduced at will with the following steps:
1. Insert row into MTL_SYSTEM_ITEMS_INTERFACE where DEFAULT_TRACKING_ON_FLAG is populated with exclamation mark (!)
2. Execute Import Items
3. View results. DEFAULT_TRACKING_ON_FLAG is populated with ! in MTL_SYSTEM_ITEMS_B
