Generate Sourcing Rules and ASLs from Blanket Agreements (POASLGEN) Expires BPA Line on Expiration Date (Doc ID 1982170.1)

Symptoms

Generate Sourcing Rules and ASLs from Blanket Agreements (POASLGEN) concurrent program handles BPA lines as expired on the EXPIRATION DATE specified on BPA line.

Steps to reproduce:
1. Set "Expiration Date" of a BPA line to 2015/01/22
2. Assign this BPA line to ASL
3. Add another line to the BPA for the same item, and approve.
3. Run "Generate Sourcing Rules and ASLs from Blanket Agreements" concurrent program on 2015/01/22
   ==> BPA line in step 1 is removed and replaced with BPA line in step 3.

Expected behavior:
When the Expiration Date on BPA line is 2015/01/22.
Generate Sourcing Rules and ASLs from Blanket Agreements concurrent program removes this BPA line from ASL only when "Generate Sourcing Rules and ASLs from Blanket Agreements" concurrent program is
run on 2015/01/23 or later.
