Unable to View the Attachments at Class Level

On : 12.1.3 version, Catalog Admin in TEST instance

Unable to view the attachments attached by administrator at the class level from learner's interface

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1. Responsibility Learning Management Administrator
  2. Go to Category >> Course
  3. Go to Offering >> Class
  4. Click on Add Attachment
  5. Upload and Save attachment
  6. Responsibility Learner Self Service
  7. View the Class
  8. Click on Class Details
  9. Attachment is not available
