When a EBS user attempts to log into 12.1.x Applications they receive a blank page.

The user is expecting to link their EBS user in this process with a OID user, by way of the link-on-the-fly or APPS_SSO_AUTO_LINK_USER process.

When attempting to link a EBS user to a OID user this process fails with the following error in the FND_LOG_MESSAGES output.
