AGIS: When Tick "Access To Transaction" Checkbox And Save, Changes Are Not Saved For Some Users

Intercompany Organization Assignments - /oracle/apps/fun/setup/security/webui/AssignSearchPG
You need to check Access to Transaction for some users in Agis >Setup >Security
After click on Update Assignments and tick the Allow Access to Transactions checkbox, you Apply the changes
A Confirmation message is received, however after re-querying, there is no tick in Access to Transactions checkbox.
The Organization is Enabled.
The issue is only for some users, for other users it works fine.
