AGIS Transactions are Stuck In Approved And Submitted Status transactions will not pass to Receivables (Doc ID 1983945.1)

Symptoms

New Setup attempting to generate AGIS data that when the transaction is approved will transfer data to Receivables (using batch mode)
via the program Program: Transfer Intercompany Transactions to Receivables.    Currently this is not working as expected.
The status of the batch remains in Submitted status for the Outbound transaction and Approved for the inbound transaction.

Review of the workflow shows the following:

Error Message:
3103: Attribute 'RECEIVE_EVENT_NAME' does not exist for item
'FUNIMAIN/79069_775260EF8831455B54B84E0533784040A96DD'.

This has not worked in the past and occurs for all Batches.
