Symptoms

On : 12.2.3 version, Seeded Timecard Layouts

ACTUAL BEHAVIOR
---------------
Timecards that are approved and have been transferred to Projects are not able to be updated by employees when trying to create a new timecard for the same period.


EXPECTED BEHAVIOR
-----------------------
Timecards should be able to be updated by employees even if they are approved and Transferred to Projects and are for the same timecard period

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Utilize the Self Service Time Responsibility>
2. Recent timecard List>
3. Choose Employee >
4. Timecard is approved for 41.25 hours and has been transferred to Projects
5. Employee attempts to create a new timecard for the same timecard period and is not able to

BUSINESS IMPACT

Due to this issue,  users are not able to update approved timecard
