Packaging Hierarchy is internally stored as a Structure in Product Hub tables (BOM_STRUCTURES_B, BOM_COMPONENTS_B). The default structure type is 'Packaging Hierarchy'. The structure type name (Alternate bom designator) seeded is 'PIM_PBOM_S'. This is available for all organizations by default. Here is a screenshot of the different levels that can be created in the packaging hierarchy .

* Screenshot doesn't show that Pack or Inner Pack, Case could be used to contain themselves.

As a pre-req, Please ensure <Patch 17037506>:R12.BOM.C is installed to be able to create or assign packaging hierarchy on a 12.1.3 instance. Your file versions should indicate below or higher -

 BOMLBOMB.pls 120.13.12010000.11  
 BOMVBOMB.pls 120.9.12010000.5
