Unable To Reopen A Closed Delivery

Information in this document applies to any platform.
User needs to be able to re-assign the original closed delivery in the case where the delivery line was back-ordered. When trying to 're-open' via Actions on the Shipping Transaction form, we get a message 'Error: This action cannot be performed on all selected records.' Can a closed delivery be reopen?
