OTM Continues to Rate Shipment Even Though Unable to Calculate a Valid Distance

Symptoms
A Rate Record is configured with a Rate Cost based on distance.
During the evaluation of this rate, if the distance fails to calculate for a known reason (i.e. 3rd party software such as PcMiler/MileMaker returning error), OTM is still creating a shipment. This is problematic as the distance is unknown and the cost is based on this distance, therefore making the cost incorrect.
