Document Sequences Generated Are Skipping Sequences when ' GL: Copy document sequence from primary' is set to 'N' (Doc ID 1985089.1)

Symptoms

On : 12.1.3 version, Setup forms and programs

ACTUAL BEHAVIOR
---------------
When creating manual journals - sequences are created absolutely fine. However, in case the user switches immediately to create subledger journals, a document sequence number is skipped.

The sequence setup is made as 'Gapless'

This happens when the Profile 'GL: Copy document sequence from primary'  is set to 'N'

EXPECTED BEHAVIOR
-----------------------
Expect that no sequences are skipped in case the setup is made as Gapless

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Gapless Sequence
2. Journal -> Enter
3. Create Subledger journals

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, document sequences are created as blank even though when set up as gapless
