PJM Org: Unable To Allocate Sales Orders Error, gets "The material sourcing process failed to create picking suggestions for line 1 of move order number" when trying to pick sales order (Doc ID 1985572.1)

Symptoms

In PJM (Project Management) enabled org per mtl_parameters (project_reference_enabled =1), end user is unable To Allocate Sales orders and gets below error: 

ERROR

"The material sourcing process failed to create picking suggestions for line 1 of move order number" when trying to pick sales order. On-hand quantities are present.

In addition, INV debug was showing the error below:

[19-FEB-15 15:03:25] wms.plsql.WMS_Rule_PVT.FetchCursor.no_rows_found: No more rows for rule WMS_PICK_NO_ROWS

19-FEB-15 15:03:25] wms.plsql.WMS_Rule_PVT.FetchCursor.end: End FetchCursor
[19-FEB-15 15:03:25] wms.plsql.WMS_Rule_PVT.Apply.no_recs: No more records from cursor

STEPS

1. Go to: Inventory

2. Navigate to: Move Orders > Transact Move Order

3. Query specific Move Order,

4. Click on Transact button, get error.

 

Note: In this particular case the org is not WMS enabled. In R12, WMS Rules code is executed even if org is not WMS enabled.
