On R12 With 11g Database Getting ORA-03137 & ORA-03149 In Database alert.log

Symptoms
On : 12.1.3 version, Applications DBA when attempting to run Cost Worker job the following error occurs.
ORA-04030: out of process memory when trying to allocate 32 bytes (callheap,kdbmal allocation)
ORA-04030: out of process memory when trying to allocate 56 bytes (callheap,qerrmbv[]: qerrmObnd)
and
ORA-03137: TTC protocol internal error : [3149] [] [] [] [] [] [] []
ORA-03149: Invalid Oracle error code
select count(*) into :b0 from WIP_COST_TXN_INTERFACE where ((ORGANIZATION_ID=:b1 and WIP_ENTITY_ID=DECODE(:b2,(-1),WIP_ENTITY_ID,:b2)) and WIP_COST_TXN_INTERFACE.PROCESS_STATUS=3)

The issue can be reproduced at will with the following steps:
1. Upgrade db to 11.2.0.3
2. Trying to run
Bills of Material: Version : 12.0.0
CMCACW module: Actual Cost Worker
Failing Transaction ID is 17212241.000000 in trace file
3. Get error in database alert.log
