Goal

In E-Business Suite 12.2.4, there can be many Application Tiers nodes behind a load balancer connecting to the E-Business Suite (EBS) database.
Each application tier node runs all services, except WLS Admin Server, which is running only on the primary node. 
The WLS Admin Server is a single point of failure, so how do we protect it? 
And can one migrate the WLS Admin Server to one of the secondary nodes, to become the new primary?

How to transfer the WLS Admin server from the primary node to a secondary node if the primary node crashed?
How to start the EBS services if the WLS Admin Server is down or the primary node has crashed which has the WLS Admin Server?
