adop prepare cutover Phase is Hanging ; Running Forever in multi-node (Doc ID 1986770.1)

Symptoms

 On EBS R12.2 multinode instance, if the number of nodes exceed 10, then adop cutover is hanging forever.  The prepare phase has started running on the some of the secondary nodes, but not starting on the Primary node (where Admin server is running).

 $ adop phase=prepare
